What is meant by "no official" hotel classification?

In Germany the hotel star rating is a can do, but not a must have for a hotel property. Hotels with "no offical" star rating did not apply for an official classification, but according to the hotels own evaluation, their services are if not equal at least very similarto the pre-defined star rating criteria.
